HB 2616 establishes a new license plate for families of fallen police officers. Production of the plate is contingent on the Arizona Department of Transportation (ADOT) receiving $32,000 by December 31, 2006 for costs related to the plate. Of the $25 special plate fee, $17 is an annual donation to the “families of fallen police officers” special plate fund.
The Concerns of Police Survivors (COPS) is a 501(c)(3) non-profit organization with a chapter in Arizona that is part of the National Concerns of Police Survivors, Inc. Donations are accepted, and the money is used to help fund COPS’ retreats, seminars and the National Police Week held yearly in May in Washington D.C. for surviving families. According to COPS, Inc. Arizona chapter, the money derived from the “families of fallen police officers” special license plates will remain in Arizona to be used in helping the families of fallen Arizona police officers.
There are currently sixty-four special license plates issued by the Motor Vehicle Division of ADOT, one of them is the “Fraternal Order of Police” special license plate. If all of the different license plate combinations were included, there are one-hundred and twelve different license plate styles.

Entire fee deposited into HURF |
· Provides that the director of the Department of Public Safety or the director’s designee shall design the license plate.
· Stipulates that the design and color of the FFPOSPs are subject to ADOT approval.
· Allows the director of ADOT to combine a request for a FFPOSP with a request for a personalized special plate.
· Requires that if the director allows the above combination, the request shall be in a form prescribed by the director of ADOT and the request is subject to the fees for the personalized special plate in addition to the fees required for a FFPOSP.
· States that of the twenty-five dollar fee required for the original special plate and for renewal of the special plate, eight dollars is a special plate administration fee and seventeen dollars is an annual donation.
· Requires that ADOT deposit all special plate administration fees in the State Highway Fund and all donations in the “families of fallen police officers” special plate fund.
· Establishes the fallen police officers special plate fund to be administered by ADOT.
· Mandates that not more than ten per cent of the monies deposited in the fund annually shall be used for the cost administering the fund.
· Permits the monies in the fund to be continuously appropriated.
· Allows ADOT to allocate monies from the fund to an incorporated nonprofit corporation in the state of Arizona that is qualified under 501(c) (3) for federal income purposes if, the nonprofit corporation demonstrates a commitment to helping in the healing of family survivors of police officers who died in the line of duty in the state of Arizona.
