HB 2215 appropriates $5 million to DES in FY 06-07 for the Families F.I.R.S.T. program.
Under the joint direction of the Department of Economic Security (DES) and the Department of Heath Services (DHS), Arizona Families F.I.R.S.T. (Families in Recovery Succeeding Together), offers community-based substance abuse treatment services to a parent, guardian or custodian of a child who is named in a report to Child Protective Services as a victim of abuse or neglect, and whose substance abuse is a significant barrier to maintaining, preserving or reunifying the family. Services available through this program include: substance abuse residential treatment; intensive outpatient counseling; individual and group counseling/therapy; substance abuse education; case management; and supportive services (transportation, day care, etc.). A person may be referred to this program by a Child Protective Services worker or a DES/JOBS case manager.
Currently, the Families F.I.R.S.T. program is funded through the Substance Abuse Fund (Fund) and is administered jointly by DES and DHS. The monies from the Fund are appropriated through Temporary Assistance for Needy Families (TANF) and GF monies. DES and DHS are required to consider certain parameters that include eligibility determination, screening, training and technical assistance, collaboration among and integration with public and private stakeholders, coordination and integration of funding sources, sharing information and confidentiality when assisting the development of community programs. According to the Joint Legislative Budget Committee, the Substance Abuse Fund received $2 million from TANF monies and $3 million from the GF in FY 2006.
HB 2215 provides an additional $5 million, in addition to any other appropriation, to the Family F.I.R.S.T. program.
· Appropriates $5 million to DES from the GF in FY 06-07 for substance abuse treatment to the Families F.I.R.S.T. population in addition to any other appropriations.
· Stipulates that the appropriation is exempt from lapsing of appropriations.
