Declares that every child has specified rights.
Foster children are sometimes perceived as not having the same rights as other children. An earlier legislative proposal, S.B. 1171, attempted to codify basic rights of children within the child welfare and placement statutes, but was held in the Rules Committee.
The proposed resolution describes 14 rights of every child. There is no fiscal impact.
1. Specifies 14 rights of children relating to environment, health and education, activities, identity and relationships.
2. Provides for a general effective date.
