Purpose
Prohibits, beginning
April 1, 2002, the Arizona Department of Education (ADE) from making any
changes to student level data elements to be collected, except for the student
level data elements stipulated in the act.
Stipulates a school district or charter school is not required to submit
student level data to the ADE more than once every 20 school days.
Background
The Student
Accountability Information System (SAIS), established by Laws 2000, 5th Special
Session, Chapter 1 and approved by the State’s general electorate in
Proposition 301 in November of 2000, enables school districts and charter
schools to electronically transmit student level data relating to school
funding via the Internet to the Arizona Department of Education (ADE).
SAIS is comprised of
the following functional areas: budgets and financial reporting, student
counts, state aid payments, local education agency data and student detail
data, including individual student records.
Student level data collected by the SAIS does not include confidential
information protected by the Family Educational Rights and Privacy Act (FERPA)
of 1974.
H.B. 2508 codifies
student level data elements to be collected under the SAIS in statute and
prohibits the ADE from making any changes to the student level data elements,
except for those that are referenced in the act. The bill also provides that a school district or charter school
is not required to submit student level data to the ADE more than once every 20
school days.
There is no
anticipated fiscal impact to the state general fund associated with this
legislation
Provisions
