FACT SHEET FOR H.B. 2488

 

vocational education; age limitation; repeal

 

Purpose

 

Removes the restriction that prohibits the attendance of persons 22 years of age or older to vocational education programs in high school buildings during regular school hours.

Background

 

Joint technological education districts (JTEDs) were established by Laws 1990, Chapter 248 under the title of Joint Vocational and Technical Education Districts.  JTEDs provide education in specialized courses to prepare pupils with skills for entry into occupations that normally do not require a baccalaureate or advanced degree.  School districts interested in participating in a JTED join to form a plan for the establishment and operation of a JTED that must be approved by the individual governing boards, the State Board for Vocational and Technological Education and the voters of the school district.

 

Current law allows school districts with vocational programs to offer educational services to individuals without restrictions on the students’ age except that persons 22 years of age or older are prohibited from attending vocational programs in high school buildings during regular school hours.  H.B. 2488 removes this restriction.

 

There is no anticipated impact to the state general fund associated with this bill.

 

Provisions

 

1.      Removes the restriction prohibiting persons over 22 years of age from attending vocational education programs in high school buildings during regular school hours.

 

2.      Provides for a general effective date.
