FACT SHEET FOR H.B. 2442

 

voluntary vehicle repair and retrofit

 

Purpose

 

Limits the amount of voluntary vehicle repair and retrofit (V2R2) fund monies that a diesel fleet owner can receive to $10,000.

 

Background

 

The V2R2 program was authorized by legislation in 1998 (Laws 1998, Chapter 217) in Maricopa County (for Area A) and Pima County (for Area B) to provide grants to vehicle owners whose vehicles fail the vehicle emissions inspection (VEI) test.  The program assists owners in repairing those vehicles and thereby reduces emissions. 

 

Maricopa County began its V2R2 program in January of 1999 and through October of 2001 has repaired 3,075 vehicles, which have successfully passed the VEI test. The county has additionally retrofitted 141 vehicles. Maricopa County estimates that this program has resulted in an annual reduction of 764 tons of pollution, with a cost effectiveness of $756 per ton of pollution reduced.

 

Pima County began its V2R2 program in November of 1999 and through January 24, 2002, repaired or retrofitted 1116 vehicles, reducing pollution by 372 tons.  The cost per ton of pollution over the two years is $639.  The average reduction in hydrocarbon and carbon monoxide emissions from these vehicles is 79.5 percent.

 

The diesel portion of the V2R2 program applies to vehicles with a gross vehicle rating of more than 8,500 pounds that are registered in Area A or B and have failed the random roadside vehicle test. Diesel vehicle owners can receive up to $1,000 in matching funds for qualified repairs.  No more than 25 percent of the V2R2 program funds may be used for the diesel portion of the program in any year.

 

S.B. 1442 limits to $10,000, the total amount of V2R2 funds that a diesel fleet owner can receive.

 

Provisions

 

1.      Limits to $10,000, the total amount of V2R2 funds that a diesel fleet owner can receive.

 

2.      Repeals a dual enactment of the V2R2 statute from the 2001 Regular Legislative Session.

 

3.      Makes clarifying changes regarding the dual enactment.

 

4.      Provides for a general effective date.
