diesel fuel reporting;
repeal
Purpose
Removes
the requirement that diesel fuel suppliers make a monthly report to the
Department of Weights and Measures.
Background
In
1999, the Legislature added diesel fuel reporting requirements in order to
determine the quality of diesel fuel sold in Maricopa County (Laws 1999,
Chapter 295). Diesel fuel suppliers
are required to make a report to the Department of Weights and Measures on the
15th of each month from January to July. The suppliers must report a variety of technical information for
each batch of diesel fuel sold in area A during the previous month. The Director of Weights and Measures makes
a yearly report on this information to the Director of the Arizona Department
of Environmental Quality. According to
the Department of Weights and Measures and the Department of Environmental
Quality, field testing of diesel at the pump makes the monthly reports from the
suppliers unnecessary.

2374 eliminates the monthly quality report by suppliers of diesel fuel in Area
A to the Department of Weights and Measures.
There is no anticipated
fiscal impact to the state general fund relating to the provisions of this
bill.
Provisions
1. Eliminates the requirement that suppliers of diesel fuel report the following information for each batch of diesel sold in area A or a county with at least 1,200,000 persons between January 1 and July 1 of each year:
a)
sulfur
content.
b)
aromatic
hydrocarbon content.
c)
cetane
number.
d)
specific
gravity.
e)
American
petroleum institute gravity.
f)
the
temperature at which 10 percent, 50 percent and 90 percent of the fuel boiled
off during distillation.
