Purpose
Allows the
Water Infrastructure Financing Authority of Arizona (WIFA) to provide grants,
staff assistance or technical assistance in the form of loan repayment
agreements and other professional assistance to counties with a population of
less than 500,000 persons
Background
WIFA is authorized to finance the construction, rehabilitation and improvement of drinking water, wastewater, wastewater reclamation and other water quality facilities and projects. WIFA was established by the Arizona State Legislature in 1989 as the Wastewater Management Authority of Arizona to administer the state revolving fund and provide financial assistance to publicly-owned wastewater and water reclamation systems. WIFA is authorized to issue Water Quality Bonds on behalf of communities for basic water infrastructure. WIFA is overseen by a 12 member Board of Directors with some of the members designated by statute and others appointed by the governor to represent various constituencies throughout the state.
Current statute allows WIFA to provide grants, staff assistance and technical assistance. This assistance may be provided to counties with a population between 500,000 and 1 million persons, Indian tribes and community water systems for the development or financing of wastewater, drinking water, water reclamation or related water infrastructure (A.R.S. 11-264 & A.R.S. 49-1201).
H.B. 2235 allows WIFA to provide this assistance to counties with a population of less than 500,000 persons.
There is no anticipated fiscal impact to the state general fund relating to the provisions of this bill.
