Purpose
Allows payroll salary
deductions for dues in a recognized employee association if at least 1,000
state university employees are members of the organization.
Background
Current statute allows state officers or employees to authorize deductions from their salaries or wages. The deduction may be used for three things: 1) the payment of premiums on any health benefits, disability plans or group life plans and any existing insurance programs already provided by payroll deduction; 2) shares or obligations to any state or federally chartered credit union established primarily for the purpose of serving state employees and their families; 3) dues in a recognized association comprised principally of employees and former employees of agencies of this State.
The third option has
different restrictions placed upon it for different employee associations. For
example, state officers and state employees can authorize deductions if their
state employee organization is comprised of at least 1,000 state employees
other than employees of state universities, the Department of Public Safety and
the Arizona State Schools for the Deaf and the Blind.
Currently, state university employees can have payroll salary deductions for dues if the employee association has a membership of at least 25 percent of the academic personnel or of the nonacademic employees of any state university. S.B. 1332 allows payroll salary deductions if the employee association has a membership of at least 1,000 academic personnel or nonacademic employees of state universities.
There is no fiscal impact to the state general fund associated with this legislation.
Provisions
1. Allows state officers or state employees to authorize payroll salary deductions for dues in a recognized association comprised principally of employees or former employees of state agencies if the organization is comprised of at least 1,000 academic personnel and nonacademic employees of state universities.
2. Removes the requirement that university associations consist of 25 percent of the academic personnel or nonacademic employees for the purpose of payroll deduction of dues.
3. Provides for a general effective date.
Amendments Adopted by Committee
· Clarifies that the 1,000 employees needed for payroll deductions can be from a combination of academic personnel or nonacademic employees of the state university.
