FACT SHEET FOR S.B. 1254

 

appropriation; Navajo chapter house

 

Purpose

 

            Appropriates $300,000 in FY 2002-2003 from the state general fund to the Department  of Economic Security (DES) for construction of Navajo chapter house facilities at Red Valley.

 

Background

 

The Navajo Nation is organized in 110 local communities called chapters, of which 61 are located in Arizona.  The chapter house provides a location for community meetings, at which members vote on local issues such as site leases and land use plans, as well as social interactions.  Some of the more populous chapters have buildings adjacent to the central chapter house for social services, cultural events and religious ceremonies.

 

The Navajo Nation was supported for a decade by revenue from natural resources.  A permanent trust fund was established in 1984, into which 12 percent of all revenues are deposited, as an alternative mechanism to pay for services to the people.  Monies in the trust fund cannot be used until 2004.  The Navajo Nation is engaged in major development of infrastructure, tourism, economic development, employment, health and education.

 

The proposed legislation appropriates $300,000 in FY 2002-2003 from the state general fund to DES for construction of Navajo chapter facilities at Red Valley.

 

Provisions

 

1.      Appropriates $300,000 in FY 2002-2003 from the state general fund to DES for construction of Navajo chapter house facilities at Red Valley.

 

2.      Exempts the appropriations from lapsing.

 

3.      Provides for a general effective date.
