Grants all public employees of political subdivisions the right to join employee associations and freedom to present proposals and testimony to the governing body of the political subdivision without possibility of termination, disciplinary action or discrimination.
In 1989, legislation was enacted to allow public safety employees serving in any city, town, county or fire district to join employee associations and to give testimony to governing bodies (Laws 1989, Chapter 252). Additionally, the legislation prohibited termination, disciplinary action or discrimination of employees of cities, towns, counties and fire districts for exercising these rights. S.B. 1245 expands these organizational rights to public employees of any political subdivision.
There is no fiscal impact to
the state general fund associated with this legislation.
1. Expands the right to join employee associations that comply with state law from public safety employees of cities, towns, counties and fire districts to public employees of all political subdivisions.
2. Expands the bodies to which public employees may testify without reprisal from cities, towns, counties and fire districts to all political subdivisions.
3. Makes technical changes.
4. Provides for a general effective date.
