Purpose

 

An emergency  measure limiting the cost of a countywide official precinct register in an electronic format to $150.

 

Background

 

The county recorder is required to provide precinct registers and other lists and information derived from registration forms without cost to county and state party chairmen.  Typically, party chairmen sell the precinct registers to candidates to use for campaigning purposes.

 

Currently, the official precinct registers are available from the county recorder to any person for purposes relating to a political activities or a political campaign or election for a fee of five cents per name or ten cents per name for an electronic version of the list.  The county recorder is required to prepare copies of any precinct register within 30 days from receipt of the request.  Statute prohibits the use of these precinct registers for commercial use.  These precinct registers contain the name, party preference, date of registration, residence address, telephone if given, birth year, occupation and voting history for the prior four years of qualified electors.

 

There is no fiscal impact to the state general fund associated with this legislation.

 

Provisions

 

1.      Limits the fee for copies of a countywide official precinct register provided by the county recorder in an electronic format to no more than $150 for each copy.

 

2.      Removes the requirement that the county recorder prepare copies of an official precinct register for ten cents for each name for an electronic format.

 

3.      Removes the requirement that the county recorder provide computer software with voter registration information.

 

4.      Contains technical changes.

 

5.      Becomes effective upon signature of the Governor.

1.      Limits the precinct register lists available from the county recorder for no more than $150 to a countywide official precinct register.

 

2.      Includes an emergency clause.
