Allows the county board of
supervisors to determine the annual fee for kennel permits.
Animal control is the
responsibility of each county in Arizona. Pursuant to statute, the county
determines license fees, provides tags, maintains records including
vaccinations, establishes pounds and issues kennel permits.
State statute establishes
the annual fee for a kennel permit at $75.00. However, according to a recent
cost analysis by Maricopa County, the fee no longer covers the expenses
incurred by Maricopa County Animal Care and Control (ACC) in the application
process for recommending the issuance or denial of kennel permits to the Board
of Supervisors. ACC is a full service welfare organization with shelters,
adoptions, field services, licensing and education programs.
In Maricopa County, the
average cost of kennel permits for each unit is $86.68. The service cost
includes the recording, receipt and transmitting of permit fees to the County
Treasurer’s Office for deposit, performing administrative duties related to
issuing a permit and the annual inspection of a kennel. S.B. 1081 allows the
county board of supervisors to set the permit fee to cover the actual costs
associated with the permit.
There is no fiscal impact to
the state general fund associated with this legislation.
