Allows state property to be sold to school districts or Arizona charter schools before a public offering.
Pursuant to statute, the director of a state agency may sell state real property, with a price based on the current appraisal establishing the fair market value of the property, to the federal government, another state agency, any county, municipality or other political state subdivision before deciding on a public sale if the sale is in the public interest and the property will be used for a specific purpose in the public interest.
Currently, there is no method that allows a state agency to sell state property to the schools before making the sale public. S.B. 1058 enables this transaction to proceed before a public offering.
There is no fiscal impact to the state general fund associated with this legislation.
1. Authorizes a state agency director to convey state real property to school districts or charter schools in Arizona without a public sale if the conveyance is deemed to be in the interest of the public and the property is to be used for a specific purpose in the public interest.
2. Requires a state agency to convey property based on the appraisal prepared within 180 days by a certified real estate appraiser.
3. Provides for a general effective date.
