FACT SHEET FOR S.B. 1026

 

appropriation; motorcycle safety

 

Purpose

 

Appropriates $80,00 in FY 2002-2003 from the motorcycle safety fund to the Arizona Department of Transportation (ADOT) for motorcycle education programs.

 

Background

 

The Arizona Motorcycle Safety Program (AMSP) was established in 1981 and is designed to address motorcycle safety and awareness around the State of Arizona.   The program is administered by the Motor Vehicle Division (MVD) of ADOT and is recognized by both the National Highway Safety Administration and the Motorcycle Safety Foundation, a nonprofit organization.  The AMSP is funded by a one-dollar fee from the nine-dollar Arizona motorcycle registration.  These monies are deposited in the state highway fund to fund various programs geared towards motorcycle safety and education.   According to MVD, 77,622 motorcycles were registered in FY 2000-2001.

 

Laws 1996, Chapter 76 established the state motorcycle education fund to implement a motorcycle testing program and continue funding and operation of AMSP.  The one dollar of each motorcycle registration fee was redirected from the state highway fund to the state motorcycle education fund.  Laws 1997, Chapter 1 eliminated the state motorcycle education fund and redirected the registration fee deposits back to the state highway fund.  Laws 2001, Chapter 316 established the motorcycle safety fund (MSF) and redirected the one-dollar fee from the state highway fund to the motorcycle safety fund.  Monies in the fund were subject to legislative appropriation, but the legislation did not contain an appropriation.  S.B. 1026 makes this appropriation for FY 2002-2003.

           

            The fiscal impact of this legislation is $80,000 to the MSF for FY 2002-2003.

Provisions

 

1.      Appropriates $80,000 in FY 2002-2003 from the MSF to ADOT for voluntary motorcycle education and awareness, $40,000 of which is allocated for one full-time equivalent employee.

 

2.      Expresses legislative intent that the $80,000 appropriation replace the existing funding from the state highway fund for motorcycle education.

 

3.      Provides for a general effective date.
