SCR 1010 proposes an amendment to the Constitution of Arizona regarding the time period that the governor has to sign or veto bills and the procedures following the governor’s veto.  This measure is subject to voter approval at the next general election.

 

History

The Constitution of Arizona currently allows the governor five days to sign or veto a bill that has been presented to the governor while the legislature is in session.  If the legislature by its final adjournment prevents the bill from being returned, the governor has ten days to file the veto with the secretary of state to prevent the bill from becoming a law. If the bill is vetoed by the governor and presented to the secretary of state after final adjournment of the legislature, it does not become law and the legislature does not have the opportunity to reconsider the bill.

 

Provisions

·          Increases the time period that the governor has to sign or veto a bill while the legislature is in session from five to fifteen days. 

·          Increases the time period that the governor has to sign or veto a bill after the legislature has adjourned from ten to thirty days.

·          Stipulates that the legislature can re-consider a vetoed bill, if the legislature calls itself into a special session as allowed in the Arizona Constitution, so long as it is within thirty days of the time that the bill was transmitted by the secretary of state.

·          Directs the Secretary of State to submit this proposition to the voters at the next general election.
