SB 1348 makes a technical change.

History

Currently, the Department Of Administration (DOA) is responsible for the security (Capitol Police) of the State Capitol Executive Tower, state office buildings in Tucson, all buildings owned or leased by the state and located near the State Capitol, and the buildings maintained by the Department of Transportation, the Arizona Power Authority, and the State Compensation Fund. The DOA is also responsible for the policing of state property and issuing citations in response to violations at these locations.  An Administrative Law Judge hears cases involving citations issued by DOA on state grounds.

 

Current History

The strike-everything amendment failed in the Appropriations Committee.

 

A strike-everything amendment will be offered in the Appropriations Committee with the following provisions:

Provisions

·          Delegates DOA’s authority to the Department of Public Safety (DPS) for providing security services to state buildings and properties, including state buildings in Tucson, the grounds in the Governmental Mall area, and making arrests and issuing citations for criminal or traffic offenses and violations of rules.

 

·          Repeals the requirement for DOA to police and secure state buildings and properties.

 

·          Clarifies that the Speaker of the House and the President of the Senate maintain control over the House and the Senate and specifies control to include security services.

 

·          Eliminates the ability of Legislative Council and the Arizona Courts building facility to obtain security assistance from DOA and allows these entities to obtain security assistance from DPS.

 

·          Maintains that the Administrative Law Judge is responsible for conducting hearings regarding citations received from DPS on state property.

 

·          Allows the Director of DPS to employ officers and other personnel deemed necessary for the protection and security of state buildings and properties.

 

·          Makes technical and conforming changes.
