SB 1219 requires the Department of Economic Security along with others associated with domestic violence to develop procedures for referring families for domestic violence services and training on the relationship between child welfare and domestic violence issues for prescribed professionals.
Recommendations resulting from the Services Resources Subcommittee of the Ad Hoc Committee on Child Protective Services (CPS) & Related Child Welfare Issues compose SB 1219. The group, consisting of legislators, staff from state agencies and representatives of community based child welfare and domestic violence programs met informally this past interim and focussed on the issue of domestic violence existing in homes where child abuse and neglect are reported. SB 1219 requires the Department of Economic Security (DES) to develop a plan for identifying domestic violence during the first investigation of child abuse as well as a process for referring the identified domestic violence cases to appropriate services. The bill also addresses the need of creating procedures concerning training on domestic violence and child welfare issues.
· Requires DES to develop written procedures for screening a family for domestic violence upon initial investigation, referring identified families for services, and communicating domestic violence information within the statutory requirements for confidentiality.
· Mandates DES to develop written procedures for training regarding the relationship between child welfare and domestic violence issues for child welfare, domestic violence, judiciary, law enforcement and other professionals.
· Stipulates that DES shall develop the procedures in consultation with a statewide coalition of domestic violence advocates and service providers, law enforcement, behavioral health and other service providers.
· Specifies that DES shall develop the procedures by March 31, 2003 and revise the procedures as necessary.
