Continues the Task Force on Effluent Reuse from 2003 to 2006 and extends the date of the final report to 2005. Requires interim reports in 2002 and 2004.
According to current law, "effluent" means water that has been collected in a sanitary sewer for subsequent treatment in a facility that is regulated pursuant to Title 49, Chapter 2, ARS. Such water remains effluent until it acquires the characteristics of groundwater or surface water.
Reclaimed water can be used in many circumstances where potable water is not necessary. Non-potable uses include irrigation, fire protection, wetland restoration, industrial washing and cooling, car washing and geothermic energy production.
The Blue Ribbon Task Force on Effluent Reuse was established in 2000, consisting of 16 members. The Task Force is designed to study and make recommendations on the following:
- Identification of the obstacles to increased reuse of treated effluent.
- Appropriate consumptive uses of treated effluent.
- Methods of increasing the use of treated effluent.
- Identification of measures to improve public acceptance of the use of treated effluent.
Under current law, the Task Force must issue a final report by December 1, 2002 and terminates on February 1, 2003.
· Continues the Task Force on Effluent Reuse until February 1, 2006.
· Requires interim reports from the Task Force by December 1, 2002 and December 1, 2004.
· Extends the deadline for the final report from December 1, 2002 to December 31, 2005.
