SB 1138 establishes statutorily the Joint Legislative Committee on Homelessness for 10 years.

History

Laws 1999 established the Joint Legislative Committee on Homelessness.  In 2000, the committee was extended by two years.  The main purposes of the committee are to serve as a public forum to discuss issues related to services available to assist and reduce homelessness, advise the private sector and executive of homelessness programs and policies, and review programs and services to ensure efficient and coordinated use of resources.  SB 1138 transfers the Joint Legislative Committee on Homelessness from session law to statute and extends the committee until 2012.

 

Provisions

·          Establishes the 16 member Joint Legislative Committee on Homelessness in statute.

·          Specifies that appointed members eligible to vote shall not be state employees and five of whom must be involved with providing homelessness assistance programs.

·          Designates the speaker and the president shall each appoint one committee member from each house to serve as a cochairperson.

·          Stipulates that all members of the committee serve at the pleasure of the appointing officer.

·          Requires the legislature to provide staff support and the meeting space for the committee.

·          Outlines the charge of the committee and requires an annual report to be submitted to the governor, speaker and president.

·          Terminates the committee on December 31, 2012.
