SB 1118 establishes the 19-member School District Unification and Consolidation Commission (Commission) to report by September 15, 2003, and is then repealed December 31, 2003.
· Establishes the 19-member Commission to study the following:
· Costs and benefits of unification or consolidation.
· Various models for unification or consolidation taking into consideration demographics and academic research regarding optimal school size.
· The impact on:
· School district taxes and indebtedness.
· Academic curricula.
· Special services.
· School facilities.
· School personnel.
· Transportation of pupils.
· School district governance and elections.
· Desegregation orders and agreements.
· Extracurricular activities.
· Allows members of the Commission to be reimbursed for expenses, but they are not eligible to receive compensation. Reimbursements are to be paid from appropriations made to the Arizona Department of Education.
· Requires the Commission to submit a report of its findings and recommendations to the Governor and the Legislature by September 15, 2003. If any proposed legislation is offered during the 46th Legislature, 2nd Regular Session as a result of the Commission’s findings, each house of the Legislature must be subject to joint temporary special rule that prescribes special rules for amendment and debate.
· Repeals the Commission on December 31, 2003.
