SB 1109 defines prevention for use in child related statutes.
The Legislature established the Juvenile Justice Coordinating Committee (JJCC) in Laws 1999, Chapter 107. The purpose of the JJCC is to supervise and assist in the implementation of audit recommendations regarding juveniles who have been adjudicated delinquent submitted to the Legislature by the firm of Deloitte & Touche. The three main recommendations of the audit are (1) to prevent juveniles from re-entering the system; (2) get them back in school; and (3) make them productive members of adult society.
The Prevention/Intervention Subcommittee (subcommittee) of the JJCC addressed one of the issues touched on by the Deloitte & Touche report, specifically providing a definition of prevention to clarify the role of prevention in Arizona. The JJCC adopted the recommendations of the subcommittee after making some changes to the definition.
· Defines prevention as creating the conditions, opportunities and experiences before the onset of problems that encourage and develop healthy, self-sufficient children.
· Makes technical changes.
