SB 1104 extends the Special Event License for charitable auctions to the sale of all spirituous liquor rather than just vintage wine. The bill eliminates the $25 daily fee for the off-sale license but institutes the fee for the on-sale license.
Title 4, Section 203.02, Arizona Revised Statutes, authorizes the Arizona Department of Liquor Licenses and Control to issue a Special Event License in which vintage wines may be sold for on-premise or off-premise consumption. The current fee for an off-sale Special Event License is $25 daily; however, there is no charge for an on-sale Special Event License. Proceeds from the licenses are transferred to the Department of Health Services for the evaluation and treatment of individuals impaired by alcoholism.
The Liquor Department may only issue a Special Event License to the following nonprofit or charitable organizations:
- A political party or campaign committee supporting a candidate for public office or a ballot measure.
- An organization formed for a specific charitable or civic purpose.
- A fraternal organization (existing at least five years).
Vintage Wine - means a bottled wine more than 10 calendar years old.
Spirituous Liquor - includes such alcohol as brandy, whiskey, rum, tequila, gin, wine and beer.
SB 1104 grants the authority for all spirituous liquors to be sold under a Special Event License. The bill excludes the $25 off-sale license fee, but instates a $25 fee for an on-sale license.
