SB 1026 appropriates the sum of $80,00 in FY 02-03 from the motorcycle safety fund (MSF) to the Arizona Department of Transportation for voluntary motorcycle education, awareness and other programs established pursuant to the MSF.

 

Current Status

SB 1026 passed the Transportation Committee unamended.

 

SB 1026 was amended in the Appropriations Committee to transfer the Motorcycle Safety program to the Governor’s Office of Highway Safety (GOHS).  Additionally, the amendment created a State Motorcycle Safety Advisory Council to advise GOHS in the expenditure of monies for safety and awareness, thus eliminating the additional administrative position.  The Appropriation amendment was adopted by the Committee of the Whole.

 

History

Arizona Revised Statutes § 28-2010 establishes the MSF.  A one-dollar fee from the nine-dollar Arizona motorcycle registration funds the MSF.  Monies in the fund were subject to legislative appropriation but the current law does not contain an appropriation.

 

Provisions

·          Transfers the Motorcycle Safety program from ADOT to GOHS.

·          Creates the State Motorcycle Safety Advisory Council, consisting of five Governor appointees.  The Council will meet quarterly to advise the GOSH on the expenditure of monies from the MSF.

·          Deletes the one new FTE, a savings of $40,000 to the MSF

 

SB 1026 was amended in the Appropriations Committee as follows:

·          Transfers the Motorcycle Safety program from ADOT to GOHS.
