HB 2696 requires a hand count of ballots from one percent of the precincts for every election that uses a voting system other than paper ballots.

Provisions

·          Requires the officer in charge of elections to perform a public hand count of ballots from one percent of randomly selected precincts after the closing of the polls in every election in which a voting system other than paper ballots is used.

·          Stipulates that the selection of precincts is by lottery from a pool of all precincts participating in the election.

·          Provides that if one percent of the precincts is less than one whole precinct, the tally will be conducted in a precinct chosen at random by the county chairmen for each political party represented on the ballot.

·          Requires a hand count by the county chairmen for each political party that is represented on the ballot of one additional precinct for each race that is not included in the initial group of precincts.

·          Authorizes the county chairmen for each political party that is represented on the ballot to select additional precincts for the hand count.

·          Authorizes the hand count to be completed within 10 days or before completing the canvass, whichever occurs first.

·          Requires another hand count if the results of the initial hand count do not match the results of the automatic tabulating equipment until the discrepancy is resolved or until the date of the canvass.

·          Requires the Board of Supervisors to publicly provide details of the discrepancy if the discrepancy is not resolved by the date of the canvass.
