HB 2678 splits A.R.S. Title 11, Chapter 7, Article 6 into two different articles which keeps the current exemption for cites, towns and counties from state laws relating to the licensing of animals and running of dogs at large if they pass their own ordinance and restores uniform laws regarding the use of guide dogs and humane destruction of animals for all political subdivisions.
Laws 1990, Chapter 374, combined various sections of statute relating to the handling of animals into one section of law (Title 11, Chapter 7, Article 6). One section of statute that was transferred from the old Title 24 (currently A.R.S. § 11-1018) exempts counties, cities and towns from the various provisions of the article if they adopt a running of dogs at large or license fee and vaccination of dogs ordinance that is equal to or more stringent than the state law. When that section was transferred into Title 11, Chapter 7, Article 6 it exempted counties, cities and towns not only from the licensing and dogs at large statutes, but also from the provisions that allow the use of guide dogs for the visually or audibly impaired and physically handicapped. The section also provides an exemption for cities, towns and counties from the current laws regarding how animals in a governmental pound are humanely destroyed.

Title 11, Chapter 7, Article 6 into two different articles which would still allow cites, towns and counties to be exempted from the licensing and dogs at large statutes if they pass their own ordinance, but would establish uniform laws regarding the use of guide dogs and humane destruction of animals for all political subdivisions.
