HB 2649 allows more than half of the annual amount available from the Land Conservation Fund to be granted to a single county if the total amount requested from all other counties does not exceed the available monies.  However, the bill states that the aggregate total expended in any one county shall not exceed half the monies available over the life of the program (fiscal years 2000-2001 through 2010-2011). 

 

History

The Arizona Land Conservation Fund (Fund) is established in ARS §41-511.23 with a donation account and a public account. The public account consists of state general fund appropriations of $20 million annually. The monies in the Fund are appropriated to the Arizona State Parks Board.

 

The Arizona State Parks Board is required to use these monies to preserve open space in Arizona. This goal is accomplished by awarding grants to the state, the state’s political subdivisions, nonprofit organizations, individual landowners and/or grazing and agricultural lessees of state or federal land through a grant application process set up by the Arizona State Parks Board each year. Currently, the Arizona State Parks Board is prohibited from granting more than 50% of the fund for projects in a single county each year.

 

Provisions

·          Allows the Arizona State Parks Board to spend more than half the yearly total in the Fund in a single county if the total amount requested from all other counties in that year is less than 50%.

·          Specifies the total amount of funding spent in a single county over the life of the program (fiscal years 2000-2001 through 2010-2011) may not exceed 50%.
