HB 2628 allows municipalities to adopt a nationally recognized model building code that places fire fighter safety as a principal consideration and establishes the Building Safety Technical Committee.
Currently, ARS §41-619 establishes the Arizona uniform plumbing code commission to adopt by rule a state plumbing code and to periodically amend the state plumbing code. The Arizona uniform plumbing code commission is made up of 4 plumbing contractors, 2 mechanical engineers who work in plumbing, an architect, 4 municipal plumbing inspectors, 3 members of the general public, one of whom has two years experience in the use of natural gas, a representative of the piping industry progress and education trust and a representative of utility and sewer workers.
Presently, state electrical, mechanical, building and fire codes are not officially mandated. This has caused Arizona to have a variety of local codes adopted across the state regarding these areas. The plumbing code also has differences across the state due to ARS §9-805 and §41-619, which allow municipalities to grant variances from the state plumbing code on an individual project basis.
· Establishes the Building Safety Technical Committee to compare all available published, coordinated and integrated sets of model building codes until January 1, 2003.
· Strikes the definition of state plumbing code and repeals the Arizona uniform plumbing code commission and related statute.
· Renames the state uniform construction codes as model building codes.
· Allows municipalities to adopt nationally recognized model building codes that place firefighter safety as a principle consideration.
· Makes technical and conforming changes.
