HB 2594 allows for the repayment period of water exchanges between agricultural improvement districts and multi-county water conservation districts to be greater than 12 months.

 

Current Status

HB 2594 passed the Natural Resources and Agriculture Committee unamended. The bill was withdrawn from the Committee on Public Institutions and Rural Affairs. On March 20, 2002, it was put on the consent calendar.  The last day to protest is March 25, 2002.  Barring no protest, it will be third read.

 

History

Title 48, Chapter 22 of the Arizona Revised Statutes establishes the Central Arizona Water Conservation District (CAWCD) which is a multi-county water district that includes Maricopa, Pima, and Pinal Counties.  CAWCD is responsible for operating, maintaining, repaying and managing the Central Arizona Project (CAP) and planning and implementing replenishment projects.

 

Salt River Project (SRP) is an agricultural improvement and electrical district that is established in statute under Title 48, Chapter 17.

 

Current law (A.R.S. 45-1002) allows water exchanges to occur, however, the exchanged water must be repaid within 12 months, unless specific conditions exist.

 

Provisions

·        Exempts the 12-month repayment period for water exchanges between multi-county water conservation districts and agricultural improvement districts if the exchange consists of surface water stored in reservoirs that are operated by the agricultural improvement district.
