HB 2568 prohibits the Arizona Department of Transportation Motor Vehicle Division (MVD) from issuing a driver license or a non-operating identification license to a male between 18 and 26 years of age who has not registered with the Selective Service Administration.

 

Current Status

HB 2568 passed the Military, Veterans’ Affairs & Aviation Committee unamended.

 

A strike-everything amendment will be offered in the Transportation Committee which will do the following:

 

The strike-everything amendment for HB 2568 allows a male between sixteen and twenty-six years of age to utilize the driver license or identification card application process to voluntarily affirm Selective Service Administration registration, or to voluntarily register with the Selective Service Administration.

 

History

The Military Selective Service Act (50 USC appendix section 453) requires virtually all men who are at least 18 but not yet 26, to register with the Selective Service Admnistration.

 

Provisions

 

·        Allows a male between sixteen and twenty-six years of age to check the box on a driver license or identification card application to indicate that they have registered with the affirm Selective Service Administration, and that the applicant authorizes MVD to forward the information to the Selective Service Administration.

·        Allows a male between sixteen and twenty-six years of age to check the box on a driver license or identification card application requesting that MVD forward the driver license application information to the Selective Service Administration for the purposes of registration.

·        Prohibits MVD from forwarding the applicant’s information to the Selective Service Administration if the box on the application is not checked.

·        Prohibits MVD from implementing these provisions unless the Selective Service Administration provides funding adequate to cover MVD’s implementation costs.

·        Contains a delayed effective date of December 31, 2002.
