HB 2559 freezes state employee hiring for new positions and unfilled vacancies for the remainder of FY 2002.  Exceptions are included for public safety positions and emergency situations.

 

Current Status

HB 2559 was amended in the Committee on Appropriations to revert funding for vacant positions’ prorated personal services and employee related expenditures.  Additionally, consultant positions were included in the hiring freeze.

 

Provisions

·          States that budget units shall not hire any new employees or fill existing vacancies for the remainder of FY2002.

·          Prohibits positions from being reclassified.

·          Exempts the Department of Public Safety highway patrol officers, Department of Corrections correctional officers, and Department of Juvenile Corrections youth correctional officers from this act.

·          Provides that the following officials can grant exemptions to the hiring and position reclassification prohibitions in the case of an emergency:

·          The Governor for the Executive Branch

·          The Chief Justice of the Supreme Court for the judiciary

·          The Speaker of the House and the President of the Senate for the Legislature

·          Requires reports indicating the entity and positions for which Executive and Judiciary exemptions are granted.  Reports must be submitted to both the Speaker and the President.

·          Designates a delayed repeal of the act from and after June 30, 2002.

·          Contains an Emergency clause. 

 

HB 2559 was amended in the Committee on Appropriations as follows:

·        Reverts funding for vacant positions’ prorated personal services and employee related expenditures.
