technical correction
HB 2525 makes a technical and conforming change to statute.
The proposed strike-everything amendment to HB 2525 modifies the funding formula for school districts and charter schools to receive funding on a current-year basis based upon the average daily membership on the 40th, 100th and 150th days of the school year. Additionally, the striker contains a delayed effective date of June 30, 2004.
· Replaces prior year funding for school districts with current year funding based upon the average daily membership (ADM) of the school district on the 40th, 100th and 150th days of the school year. Additionally, it subjects capital outlay and soft capital to current year funding.
· Extends the number of days for student ADM counts for charter schools to include the 40th (currently not used for funding purposes) and 100th days (current ADM count used for funding purposes) and the 150th day count.
· Reduces the grace period for reporting student count on a school by school basis from 12 to three days.
· Conforms the funding method for school districts to charter schools for the initial student count and adjustments of student count.
· Requires the Superintendent of Public Instruction to reduce state aid payments in proportion to the March 1 ADM and end of the year ADM.
· Repeals the statutes relating to rapid decline in student attendance.
· Establishes the Emergency Rapid Decline Fund (Fund) to be administered by the Department of Education consisting of appropriated monies, which are exempt from lapsing up to $5 million. The Superintendent of Public Instruction is authorized to distribute grants to school districts that experience a rapid decline in student count in one fiscal year, but limits school districts to one grant per year.
· Repeals the statutes relating to sudden growth in student counts.
· Requires conforming legislation from Legislative Council for the next regular session.
· Contains a delayed effective date of June 30, 2004.
· Makes technical and conforming changes.
