HB 2510 requires the Arizona Department of Education (ADE) to conduct random audits of average daily membership (ADM) figures reported by school districts and charter schools.

 

Current Status

HB 2510 was amended in the Education Committee to add charter schools as well as clarifies ADM as average daily membership.  HB 2510 was amended in the Committee of the Whole to adopt the Education Committee amendment.

 

History

Current statute defines average daily membership means the total enrollment of fractional students and full-time students, minus withdrawals, of each school day through the first one hundred days or two hundred days in session, as applicable, for the current year. Withdrawals include students formally withdrawn from schools and students absent for ten consecutive school days, except for excused absences as identified by the department of education. For computation purposes, the effective date of withdrawal shall be retroactive to the last day of actual attendance of the student.

 

Provisions

·          Requires ADE to send personnel to school district and charter school sites to conduct random ADM checks and compare the figures reported to the number of pupils actually counted by ADE personnel.

·          Requires the results of the ADM audits to be published in the ADE annual report.

 

Amendments

HB 2510 was amended in the Education Committee as follows:

·          Adds charter schools.

·          Clarifies ADM as average daily membership.

 

The Education Committee amendment was adopted in the Committee of the Whole.
