HB 2508 codifies the student level data items to be collected by the Arizona Department of Education (ADE) for the Student Accountability Information System (SAIS).  Additionally, prohibits student level data elements to be collected after April 1, 2002 unless listed in statute.

 

Current Status

HB 2508 passed the Education Committee unamended.  HB 2508 was amended in Committee of the Whole by prohibiting student level data elements to be collected after April 1, 2002 unless listed in statute.

 

History

Education 2000 (44th Legislature, 5th Special Session, Chapter 1) established SAIS to enable school districts and charter schools to transmit student level data and school finance data electronically through the Internet to ADE for the purposes of complying with the statutory obligations of ADE and the State Board of Education.  Statute requires all school districts and charter schools to submit student level data to ADE on a school by school basis by July 1, 2001 in order to receive funding, unless the school district or charter school received an extension.  

 

Student level data is defined in statute as follows:

all data elements that are compiled and submitted for each student in this state and that are necessary for the completion of the statutory requirements of the department of education and the state board of education relating to the calculation of funding for public education, the determination of student academic progress as measured by student testing programs in this state, state and federal reporting requirements and other duties prescribed to the department of education or the state board of education by law.  Student level data does not include data elements related to student behavior, discipline, criminal history, medical history, religious affiliation, personal physical descriptors or family information not authorized by the parent or guardian of the pupil.

 

School districts and charter schools submit the student level data to ADE.  When the information is downloaded into SAIS, a student number is generated that does not contain personally identifiable information.  This number is then returned to the school district or charter school to be used in future submissions.  Student level data items are the property of the school district or charter school and may not be updated unless the school district or charter school authorizes the change. 

 

Provisions

·          Lists the student level data elements to be collected for SAIS.

·          Prohibits the requirement for a school district or charter school from submitting the data elements more often than once every 20 school days.

·          States no additional student level data elements may be collected after April 1, 2002 unless listed in statute.

·          Makes technical and conforming changes.
