HB 2503 exempts a person from Commercial Driver License (CDL) if the vehicle is not used as a commercial vehicle and is plated as a historical vehicle.

 

History

Currently drivers of trucks used for hauling commercial cargo are required to obtain a commercial driver license (CDL) prior to operating these types of vehicles. As these trucks they may be retired from commercial use and restored for recreational purposes.  The American Truck Historical Society has 22,000 members with approximately 400 members in Arizona.  Each year the Society holds a national convention and truck exhibit in a different location, plus local and regional shows and meetings, throughout Arizona.  The society collects retired commercial carriers that are 25 years of age or more. They are used in non-commercial, non-revenue, hobby activities for private recreational use.  Several states like California, Ohio and Pennsylvania have granted exemptions to the CDL requirement. Correspondence between the United States Department of Transportation and the American Truck Historical Society indicates that drivers must confer with their state of licensure to determine licensing provisions.

 

Provisions

·          Exempts drivers of historic vehicles that currently require a commercial driver license under the following conditions:

(1)   the vehicle has been issued a historic vehicle license plate

(2)   the Department of Transportation Motor Vehicle Division shall enter on the vehicle registration record:

(a) that the vehicle is designated as noncommercial and may not be used in that capacity.

(b) the vehicle’s gross weight

·        Specifies a vehicle that has been issued a historical license plate will have a gross vehicle weight of zero.
