HB 2490 appropriates $2 million dollars from the state aviation fund to the Department of Transportation to be used for grants to small community air service and airport upgrades to those communities in this state that are receiving federal monies for small community air service development.

 

Current Status 

HB 2490 was amended in the Military, Veterans’ Affairs & Aviation Committee to allow the monies appropriated, for the purpose of matching federal monies, to revert to the state aviation fund if the federal monies are not provided.  It was further amended to change the amount of the appropriation from $2 million to $750,000.

HB 2490 was amended in the Appropriations Committee to remove the appropriation and establish a special account with monies from the vehicle license tax which are currently dedicated to the Economic Strength Project Fund.  It also allows the Department of Transportation to expend up to $500,000 of the monies in the special account for the purpose of providing grants for small community airports and air upgrades in communities who receive the federal funding.  HB 2490 passed the Committee of the Whole as amended in the Appropriations Committee and the Military, Veterans’ Affairs & Aviation Committee amendment was withdrawn.  On Third Read SB 1372 was substituted for HB 2490. 

 

History

In 2001, the federal government appropriated $22 million dollars, to 40 cities in 13 states, to be used for air service development in small communities.  Upon disbursement of this money, the state(s) will be required to have a 10% match.  The specific states and the amount appropriated to each state have yet to be determined.

 

  

Provisions

·          Appropriates $2 million dollars from the state aviation fund to the Department of Transportation for the purpose of matching by 10% any federal grants received by small community airports.

 

Amendments

HB 2490 was amended in the Military, Veterans’ Affairs & Aviation Committee as follows:

·        Allows the monies appropriated, for the purpose of matching federal monies, to revert to the state aviation fund if the federal monies are not provided.

·        Changes the appropriated amount to $750,000.

 

HB 2490 was amended in the Appropriations Committee as follows:

§         Requires the Director of the Department of Transportation to deposit $41,666 of the vehicle license tax monies that are currently deposited in the Economic Strength Project Fund in a special account.  The special account is to be established by the Department of Administration for grants for small community air service and air upgrades to those communities in this state that are receiving federal monies for that purpose.

§         Allows the Department of Transportation to use up to $500,000 of the special account monies for grants for small community airports and air upgrades in communities that are receiving federal funding for that purpose.

§         States that monies remaining in the special account on June 30, 2006 shall be deposited in the Economic Strength Project Fund.

§         Applies retroactively to June 30, 2002.
