Allows a Motor Vehicle Division (MVD) authorized third party to receive payment of one dollar for each temporary registration plate record that is issued by an auto dealer.

 

History

Current law provides that the Motor Vehicle Division issue Temporary Registration Plates (TRP) to automobile dealers free of charge. The TRPs are made of a heavy weight paper with a metal security strip in the middle. TRPs are issued in ‘books’ to the authorized dealer. When selling a vehicle without a plate on an expired registration, the dealer completes the TRP and attaches it to the vehicle. Electronic recording will allow a dealer to access MVD’s computer registration site and enter the TRP information on MVD’s registration system.

 

Provisions

·          Allows a Motor Vehicle Division authorized third party to receive payment of one dollar for each temporary registration plate that is issued by an auto dealer.

·          Requires that the dealer issuing the temporary registration plates shall send to MVD an electronic record of the TRP through MVD’s authorized third party electronic provider.

·          Prohibits an authorized third party to be reimbursed or to collect an amount of money that exceeds the amount of vehicle license tax collected.

·          Makes technical and conforming changes.

·        Specifies that before the TRP can be issued, the TRP information must be electronically sent to MVD.  Applies the sending of electronic TRP information to title service companies.

·        Allows the dealer or Title Service Company to either utilize the MVD authorized third party electronic service provider or any other authorized third party capable of sending the TRP information electronically.

·        Specifies that if a person uses the MVD authorized third party electronic service provider to send TRP information, the person must pay a fee of one dollar. 

·        Failure to do so is a class 3 misdemeanor.

·        Requires the Director to establish a system for the electronic recording of TRP information no later than July 2003.

·        Allows MVD to require the third party electronic service provider to pay for computer programming costs to establish an electronic TRP system.
