HB 2465 expands the requirements for the reading proficiency of the K-3 reading program.

Proposed Strike-everything Amendment to HB 2465

The proposed strike-everything amendment to HB 2465 expands the requirements for the reading proficiency of the K-3 reading program.

Provisions

· Requires each school district or charter school that provides instruction in K-3 to:

· Select and administer screening, ongoing diagnostic and classroom based instructional reading assessments to monitor student progress. Each school shall use the diagnostic information to plan appropriate and effective intervention.

· Conduct a curriculum evaluation and adopt a scientifically based reading instruction that includes the essential components of reading. All school districts and charter schools that offer K-3 programs shall provide ongoing teacher training based on scientifically based reading research. Current statute regarding research based phonics instruction is replaced with this provision.

· Devote reasonable time to direct instruction and independent reading in grades one through three. Current statute requiring common schools to devote reasonable amounts of time to oral and silent reading in grades one through eight is repealed.

· Specifies that a pupil in grade three who does not meet or exceed the reading standards shall be provided with intensive reading instruction. This provision is replaced as a separate section of statute.

· Requires the governing board of each school district to determine the percentage of students in grade three who do not meet the reading standards. If more than 20% of students in grade three do not meet the standards, the governing board shall conduct a curriculum and professional development review in light of current, scientifically based reading research. This provision replaces current statute regarding curriculum review of school districts with more than 20% following below the reading performance standards.

· Establishes the governing board or body and school principal, in conjunction with the school council members, if applicable, of each school that does not meet the reading standards, must develop methods of best practices for teaching reading based on essential components of reading instruction and supported by scientifically based reading research. These methods shall be adopted at a public meeting and implemented the following academic year.

· Requires the State Board of Education to adopt reading standards that reflect current scientifically based reading research that include definitions for reading, essential components of reading instruction, and scientifically based reading research as defined in this act.

· Defines essential components of reading instruction, reading and scientifically based reading research.

· Makes technical and conforming changes.
