HB 2463 defines the purpose, membership, duties and compensation of the State Board on School Readiness (Board).

 

Proposed Strike-everything amendment to HB 2463

The proposed strike-everything amendment to HB 2463 establishes the State Board on School Readiness (Board) to coordinate and plan for the effective and efficient delivery of early care and school readiness programs and to eliminate duplicative programs.

 

Provisions

·          Establishes an 11-member Board under the office of the Governor.

·          Permits the Governor to appoint an executive director who is entitled to receive compensation.

·          States that members appointed by the Governor will serve staggered terms of three years. 

·          Clarifies that appointive members are entitled to compensation and reimbursement of expenses.

·          Requires the Board to:

·          Advise and make recommendations to the Governor and the Legislature on the most effective method to improve the coordination and delivery of early care and school readiness programs in this state.

·          Recommend to the Governor and the Legislature, through a multiyear plan, how current functions in state government related to early care and school readiness can most effectively and efficiently be coordinated and integrated in order to improve service delivery, avoid duplication and fragmentation of service and enhance public and private investment.

·          Identify indicators of school readiness.

·          Track federal, state and local monies that are allocated for early care and school readiness and for related family support services and recommend to the Governor and the Legislature policy changes that will improve opportunities for children to learn.

·          Provide technical assistance to community efforts to promote school readiness.

·          Permits the Board to:

·          Enter into contracts and incur obligations within the general scope of its activities and operations, subject to the availability of monies.

·          Employ staff.

·          Publish and distribute reports.

·          Terminates the Board on July 1, 2007.

·          Declares that the Board shall coordinate and plan for the effective and efficient delivery of early care and school readiness programs and to eliminate duplicative programs.

·          Allows the Department of Economic Security to spend up to $400,000, from the federal Child Care and Development Fund Block Grant, to establish the Board, including paying the costs for capital expenditures, facilities, equipment, utilities and any other costs.
