HB 2442 sets a limit on the amount of money ($10,000) that can be used to repair and retrofit a fleet of diesel vehicles under the voluntary vehicle repair and retrofit program (V2R2). 

 

History

Both Maricopa and Pima counties are required to operate and administer a V2R2 program. The Maricopa county program began in January of 1999.  From that date through the end of October 2001, the program helped bring 3,216 vehicles into compliance with emission standards:  3,075 have been repaired, while the remaining 141 have had retrofit kits installed.  This has resulted in 764 metric tons of annual pollution reduction, costing $756 per metric ton, annualized over two years. 

 

Pima County began the program in November 1999.  From  that date through January 24, 2002 1116 cars have been repaired and there has been a reduction of 372 tons of pollution.  The cost per ton over two years has been $639.  The average emissions reduction for hydrocarbons and carbon monoxide has been 79.5%.

 

The diesel portion of the program was amended in 2001 legislation.

 

In order to qualify for the diesel portion vehicles must meet the following criteria: 

§         A gross vehicle rating of more than eight thousand five hundred pounds.

§         The vehicle must be registered in area A or B.

§         The vehicle must have failed any random roadside vehicle test or must have failed the emissions test conducted pursuant to section 49-542.

 

The owners are responsible for one-half of the costs of the qualified repairs and the program will pay for the other half of the costs up to $1,000.   Not more than 25% of the program funds in any year may be used for the diesel portion of the program.

 

Provisions

·          Limits the amount of money that can be received by an owner of diesel vehicles that are registered as a fleet, to ten thousand dollars in total monies.
