HB 2421 changes the school crime reporting requirements so that violent crimes and incidents that pose a threat to the safety or security of the students, teachers or administrators are reported to local law enforcement agencies. Additionally, the bill allows a school district with an intergovernmental agreement with a law enforcement agency or county attorney to provide pupil attendance, disciplinary or other educational records in order to create a juvenile justice network.

History

Current statute requires a report to be filed with local law enforcement of any suspected crimes against persons or property and any incidents that could potentially threaten the safety or security of pupils, teachers or administrators.

Provisions

· Amends the current reporting requirements of school district governing boards to report suspected crimes of violence that pose a credible threat to the safety or security of the students, teachers or administrators.

· Allows a school district to release pupil attendance, disciplinary and other educational records to a law enforcement agency and county attorney if an intergovernmental agreement exists between the district and agency to create a juvenile justice system to:

· Provide appropriate programs and services to intervene with juveniles involved in the juvenile justice system.

· Provide appropriate programs and services designed to deter at-risk juveniles from dropping out of school or other delinquent behavior.

· Increase the safety and security of the community and it’s children by reducing juvenile crime.

· Makes technical and conforming changes.
