HB 2418 specifies the allocation amounts for block grants for career and technical vocational education programs.
The Education Committee adopted a strike-everything amendment to HB
2418 allowing the joint board of a joint technological education district
(JTED) to determine an alternative election system for determining JTED board
membership.
Laws 1990, Chapter 248, Section 1 allowed school districts to form JTEDs. In order to form a JTED, interested school districts are required to study the need to establish a joint district and initiate a plan for the establishment and operation of the district, including a proposed budget. The governing boards shall submit the study and plan to the State Board for Vocational and Technological Education (now the State Board of Education, State Board). If the State Board determines that the plan submitted for the JTED has met the statutory requirements, the proposal is submitted to the qualified electors of the school district seeking to become a part of the joint district at an election. If approved by the voters, the school district becomes operational as part of the JTED on the following July 1.
Statute establishes the size of a JTED board as it is developed, depending on the number of participating school districts. Currently, the school district governing boards of the participating districts are allowed to determine any other alternative election system for the election of joint district board members. The system must by submitted as part of the JTED plan and the implementation must be approved by the United States Justice Department. HB 2418 places the ability to determine an alternative election system with the joint board appointed by the forming districts.

A Strike-Everything amendment to HB 2418 was adopted in the Education Committee with the following provisions:
· Repeals the ability of the participating school district governing boards to determine an alternative election system for joint board members and places the option with the joint board appointed by the forming districts.
