HB 2403 appropriates $250,000 from the Emergency Medical Services Operating Fund in FY 2002-03 to the Department of Administration (DOA) for placement of automated external defibrillators.  Additionally, HB 2403 stipulates that any new or renovated state building must be equipped with automated external defibrillators after the effective date of this act.

Current Status

As amended in the Appropriations Committee, the bill clarifies that a building receiving renovations of $250,000 or more would require that an automated external defibrillator be placed in the building.  Provides an effective date of June 30, 2003.

HB 2403 was amended in the Public Institutions & Rural Affairs Committee to remove the $250,000 appropriation from the Emergency Medical Services Operating Fund in FY 2002-03.  The PIRA and Appropriations amendments were adopted in the Committee of the Whole.

Provisions

·              Requires new or renovated state buildings to be equipped with automated external defibrillators after the effective date of this act.

·              Requires the Joint Legislative Budget Committee (JLBC) and the Governor’s Office of Strategic Planning and Budgeting (OSPB) to include funding for automated external defibrillators in capital budgets for FY 2003-04 and each fiscal year thereafter.

·              Appropriates $250,000 from the Emergency Medical Services Operating Fund in FY 2002-03 to the DOA for placement of automated external defibrillators.

·              Exempts the appropriation from lapsing.

Amendments

HB 2403 was amended in the Public Institutions & Rural Affairs Committee as follows:

·        Removes the $250,000 appropriation from the Emergency Medical Services Operating Fund in FY 2002-03.

 

HB 2403 was amended in the Appropriations Committee as follows:

·        Clarifies that a building receiving renovations of $250,000 or more would require that an automated external defibrillator be placed in the building.

·        Provides an effective date for implementation of June 30, 2003.
