HB 2392 requires the Department of Education (ADE) to create an annual pamphlet distributed to the parents explaining their specific rights as a parent.
Current statute requires at least the following:
· School district governing boards to establish policies that implement an open enrollment policy without charging tuition, except under certain circumstances.
· The ability of parents to home school their children.
· If more than one reading instruction program is adopted, each school district shall accommodate every pupil whose parent selects one of the reading instruction programs adopted.
· A special education referral shall be made after consultation with the parent or guardian.
· The State Board of Education shall provide an annual test results report to school districts, the Legislature and the county school superintendents and shall make them available to the public. Each school district shall submit an annual report card to the parents or legal guardians.
· Each school shall establish a school council, which includes parents. A governing board may delegate to a school council the responsibility to develop a curriculum.
· If a school is designated as a failing school, that designation shall be reported on the school report card and the parent or the guardian of the pupil may apply for reimbursement from the Failing Schools Tutoring Fund for tutoring services.
