HB 2284 provides additional duties for the county school superintendent including providing assistance to school districts and charter schools to align curriculum and to meet adequate yearly progress goals.

 

History

Current statute lists the responsibilities of the county school superintendent (superintendent), including:

·          Distributing all laws, reports, circulars, instructions and forms that the superintendent may receive for the use of school officers.

·          Recording all official acts.

·          Appointing governing board members to vacant positions.  The superintendent may, if deemed in the best interest of the community, call a special election to fill the vacancies.  

·          Making reports, when directed by the Superintendent of Public Instruction.

·          Reporting annually by October 1 to the Superintendent of Public Instruction showing the amount of monies received from state school funds, special school district taxes and other sources, the total expenditures for school purposes and the balance on hand to the credit of each school district at the close of the school year.

·          Contracting with the board of supervisors to conduct all regular school district elections.

·          Being responsible, in cooperation with the governing boards and the board of supervisors, for all special school district elections.

·          Maintaining teacher and administrator certification records of effective dates and expiration dates of teachers' and administrators' certificates in compliance with guidelines prescribed in the uniform system of financial records for those school districts for which the superintendent is the fiscal agent.

·          Estimating the additional amount needed for the school district from the primary property tax to cover the costs of excess utilities or desegregation expenses.

·          Administering any programs that provide educational services to an accommodation school.

 

Provisions

·          Declares that the office of county school superintendent is designated as a local education service agency to be eligible to receive and spend local, state and federal monies to provide programs and services to county school districts and charter schools.

·          Places the office of county school superintendent under the jurisdiction of the superintendent.

·          Allows the superintendent to establish an advisory committee consisting of a specific list of members.  Members are appointed to staggered two-year terms, but are not eligible for compensation.  The advisory committee is charged with:

·          Reviewing and providing comments to the superintendent on any issue requested by the superintendent.

·          Facilitating collaboration between organizations that serve students in the county.

·          Requires the superintendent to:

·          Provide assistance to school districts and charter schools on the use of student data, staff development, curriculum alignment and technology to improve student performance in collaboration with the Department of Education and other state agencies.

·          Assist schools in meeting yearly adequate progress goals.

·          Annually report by July 1 to the Superintendent of Public Instruction a summary of the services and programs provided by the office of the county school superintendent.

·          Allows the superintendent to provide:

·          Discretionary programs at the request of school districts and charter schools.

·          Statutorily required programs in the county or jointly with one or more counties.

·          Makes technical and conforming changes.
