HB 2235 authorizes a county board of supervisors, by
order, to establish a new domestic wastewater improvement district (DWID) or
increase in size, an existing DWID, if the board finds there is a significant
need for the DWID within the county. This bill contains a proposed
strike-everything amendment.
Current status
HB 2263 passed the Counties and Municipalities committee with the proposed strike-everything amendment that authorizes WIFA to provide grants, staff assistance or technical assistance in the form of loan repayment agreements and other professional assistance to any county with a population of less than 500,000 persons.
Current statute (A.R.S. § 49-1203) authorizes the Water Infrastructure Finance Authority of Arizona (WIFA) to provide grants, staff assistance or technical assistance in the form of loan repayment agreements and other professional assistance to political subdivisions, Indian tribes and community water systems in connection with the development of financing of wastewater, drinking water, water reclamation or related water infrastructure. Political subdivision is defined under A.R.S. § 49-1201 as a county, city, town or special taxing district authorized by law to construct wastewater treatment facilities, drinking water facilities or nonpoint source projects. In regard to counties, statute only authorizes counties with a population between 500,000 and 1,000,000 persons to purchase construct or operate a sewage system, including the collection, transportation, pumping, treatment and disposal of sewage.
