HB 2205 removes the duty of evaluating assessor certification program examinations from the list of duties for the Education, Training and Certification Advisory Committee.
The Education, Training and Certification Advisory Committee, composed of assessors, staff, and the chairman of the State Board of Equalization, has existed since 1979. The committee meets twice a year and works closely with the Department of Revenue (DOR) on training needs. The DOR Property Tax Division must certify those working on property tax values in the county assessors office. The certification program has two levels. Level one is to certify persons to value for residential and simple commercial properties. Level two is for commercial property and income producing properties. Education, Training and Certification Advisory Committee is also considering a third level for expert witness certification and national recognition as a certified appraiser. The certification program was structured to ensure that county and state personnel working in the property tax system as assessors or appraisers were trained in appraisal and assessment principles and techniques, and demonstrated minimum levels of competency in the administrative, legal and technical aspects of property appraisal and assessment.
Other agencies that could possibly take over these duties are the State Board of Appraisal and the Real Estate Department.
