HB 2145 eliminates the previous requirement of the joint legislative budget committee (JLBC) to evaluate the impact of Arizona Works on various aspects in the Arizona Works evaluation.
The Arizona Works program provides temporary assistance for needy families through a contract with an outside vendor within geographical areas of the state established by the Arizona Works procurement board. The procurement board is comprised of nine members appointed by the governor, including: the Director of the Department of Economic Security (DES), two people from the private sector who have procurement experience, two representatives of a major employer in the state, two representatives from community based organizations and two representatives from small businesses within the state.
The Arizona Works pilot project was implemented in Maricopa County on April 1, 1999. This site was used for the first 2-year phase of the program, the second phase will take place in a rural district selected by the procurement board. MAXIMUS is the private vendor contracted to run to the Arizona Works program.
Current law requires JLBC to meet bimonthly and obtain progress reports from MAXIMUS to monitor implementation and provide reports to the procurement board. JLBC was required to evaluate the program one year after the first year of implementation of the pilot program and determine if prescribed criteria was being met. HB 2145 eliminates the previous requirement to evaluate the impact of Arizona Works on selected criteria.
