HB 2136 establishes a statewide health care system task force. The task force will be a twelve member legislative panel intended to consider the development and implementation of a statewide health care insurance plan.
HB 2136 passed the Financial Institutions and Insurance Committee unamended.
HB 2050, enacted in the 2000 legislative session (chapter 320), established a task force to develop an affordable health care insurance plan by December 2001. The task force met on several occasions to examine the current health care infrastructure in Arizona and discussed ways to improve health care access in rural areas, as well as for the uninsured population in the state. In conjunction with task force activities, studies funded by a grant from the Health Resources and Services Administration (HRSA) provided a closer look at insurance issues facing the state. In particular, they examined high-risk and purchasing pools, implementation of incentives to increase health insurance coverage, better utilization of existing services, and international approaches to an insurance system. The proposed legislation reestablishes the task force to continue efforts in developing and implementing a statewide health care insurance plan in Arizona.
