HB 2136 establishes a statewide health care system task force.  The task force will be a twelve member legislative panel intended to consider the development and implementation of a statewide health care insurance plan.

History

HB 2050, enacted in the 2000 legislative session (chapter 320), established a task force to develop an affordable health care insurance plan by December 2001. The task force met on several occasions to examine the current health care infrastructure in Arizona and discussed ways to improve health care access in rural areas, as well as for the uninsured population in the state.  In conjunction with task force activities, studies funded by a grant from the Health Resources and Services Administration (HRSA) provided a closer look at insurance issues facing the state.   In particular, they examined high-risk and purchasing pools, implementation of incentives to increase health insurance coverage, better utilization of existing services, and international approaches to an insurance system. The proposed legislation reestablishes the task force to continue efforts in developing and implementing a statewide health care insurance plan in Arizona.

 

Provisions

·          Establishes a Statewide Health Care System task force.

·          The twelve member panel will consist of six members of the Senate and six members of the House of Representatives.

·          Designates the Chairs of the House and Senate Health Committees as Co-chairs of the task force.

·          Directs the task force to be guided by the principal that health care should be available, accessible, affordable, and properly financed. 

·          States that the task force shall consider recommendations from the public and private sectors.

·          Requires development and implementation of a statewide health care insurance plan based on ideas included in the December 2001 report.

·          Requires the task force to submit a report on their findings and recommendations by November 15th of each year.

·          Repeals the task force on December 31, 2003.
