As Passed the House

HB 2099 moves the Clean Air Fund programs: heavy duty diesel vehicle conversion and public refueling stations for natural gas from the Department of Commerce Energy Office to DEQ.  The program terminates June 30, 2003 (as per Laws 2001, chapter 371).

Current Status

The bill passed the Environment Committee unamended.

History

During the 2nd special session of the 45th Legislature (HB 2014), the delivery system grant program funding was removed for FY 02 and 03; the diesel vehicle conversion program funding remained for FY 02, but was removed for FY 03.

Currently, grants are available through the Arizona Department of Commerce Energy Office to help offset the cost of purchasing factory manufactured alternative fuel vehicles with a Gross Vehicle Weight Rating (GVWR) of 19,500 or greater, or converting existing diesel vehicles with a GVWR of 19,500 pounds or greater to operate on alternative fuels.

The Grant Program has two phases available for qualified applicants.

·          Phase I, which is defined by Arizona Administrative Code, is available for applicants who have a purchase order or contract that is dated on or after January 1, 2000, and before October 20, 2000, to convert or replace a diesel vehicle over 19,500 pounds GVWR.

·          Phase II, defined by Arizona Administrative Code R20-1-303(B), is available for Applicants who have not received a Phase I grant and have a purchase order or contract that is dated on or after January 1, 2000, to convert a diesel vehicle with a GVWR of 19,500 pounds or greater to an alternative fuel.
